10 laws coming into force on 01/01/2018 in Russia

New Year's fireworks died down, Olivier was finished. The country moved to the new year 2018. What does he prepare for ordinary Russians, what new initiatives of the authorities will improve (or worsen) our daily lives? We present to you the top 10 bills that entered into force on January 1, 2018.

10. Tax incentives will simplify


From January of this year, it will be easier for Russian citizens to receive benefits for the following types of tax payments:

  • transport;
  • land;
  • on property of individuals.

Now, tax authorities will not require citizens to provide documents proving the right to receive benefits. It will only be necessary to fill out an application in which to indicate the details of the title document.

And tax officials themselves will request the necessary information from the relevant organizations and bodies.

9. For the first-born they will pay more


Joyful news awaits people who are expecting the birth of their first child in 2018. Every month (and until the child reaches the age of 1.5 years) they will be paid a fairly large amount.

The average monthly allowance in Russia will amount to 10.5 thousand rubles.

However, this will not affect all families in which the first-born were born, but only those with a per capita income of less than 1.5 living wages per child. This minimum is set at the regional level.

8. Alcoholic energy - banned

From January 1, a ban on the production and sale of low-alcohol drinks, which contain tonic substances (usually caffeine and taurine) and less than 15% ethyl alcohol, comes into effect.

There is an exception to this rule: low-alcohol products can be produced for export.

Until now, alcohol-containing energy has been very popular among young people. For a while, they allow you to increase efficiency, give vitality and drive away sleep. However, with frequent use, such drinks lead to serious health problems. They cause arrhythmias, increase the risk of developing diabetes and obesity, and also contribute to the development of teenage alcoholism.

7. It will be possible to be treated far off


A law has come into force that allows the patient to be treated on the Internet. No, not by searching for symptoms on Google. Medical assistance can be provided through remote consultations of doctors and online consultations of a doctor and patient. In this case, the doctor can remotely monitor the patient’s health status.

However, there is an important nuance: such online treatment is possible only when the patient has come to the doctor in person for the first appointment.

6. Many excisable goods will rise in price


In 2018, the tax burden on a number of excisable goods will increase. These include:

  • petrol;
  • diesel fuel;
  • cars (from 90 to 150 drugs);
  • cars and motorcycles more powerful than 150 HP;
  • electronic cigarettes;
  • cigarettes and cigarettes;
  • cigars;
  • cigarillos;
  • tobacco (all types);
  • heating tobacco.

For ordinary Russians, these changes mean that all these products will inevitably go up in price. So, a pack of regular cigarettes will cost about a hundred rubles.

A liter of fuel will rise by about 1 ruble 18 kopecks. Experts predict that this year, fuel prices may reach (or even exceed) 50 rubles per liter.

Cars with powerful engines will rise in price by an average of one hundred thousand rubles.

5. A new sign will appear on the roads


From January 2018, a new concept “Zone of calm movement” will appear in the SDA. A special sign will be installed at the entrance to such a zone. When driving in such a place, the speed of the car will not exceed 20 km / h, and it will not be possible to overtake. And pedestrians will be able to cross the roadway not only along the zebra, but wherever they wish.

It is still unknown where exactly the "Zones of calm movement" will appear and why they will be needed. Perhaps these will be the historical centers of large cities, as well as former industrial zones.

4. The size of pensions and salaries will increase


In 2018, the government found funds so that pensioners and public sector employees had to “stick” not so desperately.

Retired and non-working citizens from January 1 will receive 500 rubles (3.7%) more than in 2017. This indexation will affect about 40 million Russians.

Salaries of state employees will increase by 4%.

But working pensioners should not count on an increase in their pension in 2018.

3. Maternal capital will remain


The third place in the ranking of the most important laws and amendments that entered into force in 2018 is occupied by two news on maternity capital: good and bad.

At first it’s good: maternity capital will be extended until 2021.

And now bad: this year its indexation will be frozen.

There is another important change regarding the capital: a certain amount can be received from it every month. It is necessary to submit an appropriate application to the Pension Fund of the Russian Federation.

2. The fine for tinting will increase

Fans of driving in tightly shaded cars in 2018 will be fined harder. For the first time, the fine will be 1,500 rubles. If the violator does not recover and does not remove the tint, then he will be fined 5 thousand rubles (previously the amount of the fine reached 500 rubles).

To ride without problems, you need to remember: the light transmittance of the windows in the car must be at least 75% for the windshield and at least 70% for the front windows.

1. Anonymous use of instant messengers banned


On January 1, amendments to the law "On Information, Information Technologies and the Protection of Information" come into force. According to them, all Internet users will have to indicate their phone number when registering in applications designed for instant messaging.

This is done in order to combat illegal content, spam and to counter terrorism.

Now the Russians will not be able to link the account of such a service to a faceless email address. And given that mobile operators have passport data of SIM card holders, they can (and will) transfer them to law enforcement authorities upon request.

This law applies to instant messengers registered in the Russian Federation in the corresponding status.

Individuals who violate the new law will be fined up to 5 thousand rubles, officials - from 30 thousand to 50 thousand rubles, and legal entities - from 800 thousand to one million rubles.
