If you live poorly somewhere, as in the most drinking cities in Russia, then there are places where you can live well. It is only necessary to find them, which is what the experts of the Financial University under the Government of the Russian Federation did. They studied the state of affairs in 78 Russian cities, in which more than 250 thousand citizens live. In each city, at least 600 people were interviewed.

When compiling a rating of the best Russian cities by quality of life in 2019, experts took into account:

1. how active are the city authorities;
2. in what condition are housing and communal services and housing;
3. whether the services responsible for the condition of urban roads and the safety of traffic on them work well;
4. how things are with the culture and education of citizens;
5. Are residents satisfied with the quality of medical care?
6. how good, in general, is the state of affairs in the city.

10. Kemerovo

Although the overall assessment of the quality of life in Kemerovo is not too high (44th place), at least everything is in order with the work of local authorities and public utilities. But with the situation on the roads (and with the services that look after them) and medicine, things are below average. This is sad, considering that not so long ago - in 2013 - it was Kemerovo who headed the top 5 regions of Russia with the best roads according to a opinion poll conducted by Rosgosstrakh.

But even such a result is better than in 2018, when Kemerovo took only the 16th line in the rating of Russian cities in terms of living standards.

9. Ufa

Successful implementation of the national project “Culture”, a huge number of exhibitions and festivals held in the city, as well as a large number of universities allowed Ufa to take 13th place according to such important criteria as “culture and education”.

The respondents hardly complained about the quality of medical care. By the way, in Ufa, in the ambulance hospital, there are more than a hundred “smart” simulators with which doctors treat the consequences of a stroke. They have biofeedback to the patient and are disabled on their own if training is difficult for a person.

8. Sevastopol

It’s good to live in a city with good medicine. And according to residents of Sevastopol with medical services, things in their city are the best. The first place is not a joke to you. And the local authorities work well, bypassing the results of a survey of the authorities of Moscow and the Northern capital.

The worst, according to the townspeople, is the situation with the work of housing and communal services, the improvement of the city and the condition of the housing stock. Perhaps the “Ukrainian legacy” is still to blame.

7. Irkutsk

In this city, most areas of life are in balance. There are neither frankly failures, nor those who would come out on top in the survey.

Unless the services involved in the repair and maintenance of roads, as well as medical services in Irkutsk, stand out from the general ranks, having earned only 24 and 18 places, respectively.

6. St. Petersburg

Petersburgers, although they appreciate the high level of cultural leisure and education in their city, nevertheless this time lost the title of cultural capital to Moscow. But according to the general assessment of the quality of life, the Northern capital was in 4th place, while the Mother See was only in tenth.

5. Moscow

Moscow is a frequent participant in all ratings of cities in Russia and the world. If Muscovites are insulted that their city did not rank first in terms of quality of life, then it may be comforting that Moscow outstripped St. Petersburg in terms of culture and education. That, at least, is what people interviewed by the Financial University think.

Residents of the capital are not too happy with the work of local authorities, and they have many complaints regarding the state of the housing stock and the work of public utilities, judging by the results of the survey. But with the roads in Moscow, everything is fine and there are no serious problems with the medical care of the population.

4. Krasnodar

According to such a parameter as “culture and education”, Krasnodar, according to residents, is second only to the Russian capital. This year, the national project “Culture” was just completed in the city, within the framework of which the authorities improved 318 parks and squares, thoroughly repaired 9 regional cultural institutions, modernized 7 cinema halls and made many other things useful for the city.

And the townspeople appreciated such care, which affected the high position of Krasnodar in the list of the best cities in Russia in terms of quality of life.

3. Tyumen

Having lost the place of the leader in the rating of Russian cities in terms of quality of life in 2019, the oil capital of the Russian Federation is still among the top three. Citizens positively evaluate the work of local authorities, the improvement of the city, the condition of the housing stock and the work of the housing and communal services.

And the locals do not complain about salaries, Tyumen is consistently included in the list of the richest cities in Russia.

But in Tyumen, according to the respondents, the situation with medical care is unimportant. And this despite the fact that the authorities report: there were more doctors in the city, since 2011 their number in state organizations has increased by 38%.

2. Terrible

Residents of the capital of Chechnya are very pleased with the work of local authorities, housing and communal services, the improvement of the city and the state of the urban housing stock. In the city, multi-apartment residential buildings are being actively built, in which residents of emergency houses receive apartments.

And in Grozny is one of the most expensive apartments in the North Caucasus. It costs 20 million rubles and is located in the skyscraper "Grozny City".

But the “main on the roads”, culture and education, and especially medicine, the townspeople gave low marks.

1. Kazan

The lion's share (87%) of Kazan residents surveyed believe that the city as a whole is comfortable for living. They are very satisfied with the work of housing and communal services (57% of satisfied respondents), as well as with the condition of their houses (68%).

Kazan also does not complain about the condition of its roads, as well as the work of services designed to monitor their proper condition. And it is not surprising, because the city authorities allotted 7.2 billion rubles to repair roads, yards and sidewalks this year.
